Suite du jeu original Universal Military Simulator de 1988, cette version reprend le concept de son prédécesseur et permet au joueur de contrôler presque tous les aspects d'une bataille. Le programme original comprend trois scénarios : l'invasion des Alliés en Normandie en 1944, les batailles d'Alexandre le Grand en 334 avant J.-C. et les plus grandes batailles de Napoléon à Trafalgar, Austerlitz, Borodino et Waterloo. Il comprend également l'édition UMS Planet, qui permet au joueur de créer ses propres scénarios.
