Terrorist is a two-player negotiation strategy game for the Apple II that pits a government against a terrorist organization in a high-stakes crisis. Scenarios include a hijacked airliner, a threatened nuclear attack, or a hostage-filled building. Before play begins, the terrorist player secretly creates a terrorist cell, defining its ideology, demands, and operational capabilities. Both players then issue commands simultaneously using Apple Paddles, creating uncertainty and the potential for miscommunication. The government player must balance meeting demands to protect civilians against taking decisive action that could increase casualties. The terrorist player seeks to maximize concessions while keeping the organization intact. Success depends on negotiation, risk assessment, and anticipating the opponent's actions.
