Congress is a challenging solitaire variant using two decks of cards. You must build four foundation piles by suit and in ascending order, drawing from tableau stacks built downward regardless of suit. Empty spaces can be filled from the waste or stock pile. The goal is to move all cards to the foundation. Variants allow more freedom when filling empty spots, but success still requires focus and forward thinking.
