Pokémon Emerald Version PLUS is a hackrom based on the Emerald version. Identical to the original in every way, this version nevertheless brings many options: Possibility to activate NUZLOCKE mode (if the Pokémon "dies", it is definitive), to capture all the Pokémon (386), to have a random starter choice (it can offer a legendary!), to adjust the level and attacks of the trainers' Pokémon compared to the highest in your team, to meet any Pokémon randomly in the tall grass... and many others.
